THE PROCESS: ArtsVote Toronto endeavoured to contact all candidates listed on the City of Toronto’s election website, either by email, or phone. The ArtsVote survey was emailed to candidates. A group of assessors independently evaluated all the completed surveys. ArtsVote also examined the incumbents’ voting records on arts-related issues at City Council and track records of arts-related projects in their ward, and factored these results into incumbents’ final grades. In the case where an incumbent did not return a survey, the incumbent was graded solely on their voting record on arts-related issues and track record of arts-related projects in their ward.

COUNCILLOR RATING SYSTEM: It’s difficult to compare Councillors to their challengers; incumbents can be graded on both their survey and their voting record on arts issues, but challenger candidates are only providing answers to a survey. As such, we’re giving incumbent Councillors a letter grade from A to F, and challenger candidates are ranked by stars from four stars (potential champion) to one star (arts negative).

For incumbents:

A – Outstanding: champions the value of the arts to municipal life, knows the issues, commits to strong municipal support for the arts
B – Supportive: reliable, commits to ongoing municipal support for the arts
C – Inconsistent: supports the arts but cannot always be counted on
D – Inadequate: does not make a case for municipal support for the arts
F – Oppositional: actively working against the arts

For challengers:

* * (2 stars): took the time to respond
* (1 star): arts negative

MAYORAL RATING SYSTEM: Grades for Mayoral candidates were determined through an assessment process that included ArtsVote survey responses, the Mayoral Arts Debate (for participating candidates) and participation in the ArtsVote+SummerWorks Reverse Debate, municipal voting records (where applicable) and / or public track records on arts issues and projects, and arts platforms (if available).

For debate participants:

A – Outstanding: a deep understanding and appreciation of the value of the arts to municipal life, and a proven track record of supporting its growth
B – Supportive: interested in supporting the arts; a potential champion
C – Lukewarm: somewhat informed but uninspiring in ideas and level of commitment
D – Inadequate: uninformed / unrealistic / uninterested / unlikely to support the arts
F – Oppositional: candidate who actively opposes public support to the arts

Note: ArtsVote was very impressed by Morgan Baskin’s contribution to the Mayoral Arts Debate and we can’t wait to see what she’ll do next. She’s informed and has good ideas. We fully expect that she’ll be mayor in 20 years, or sooner. We have chosen to give her four stars to reflect her understanding of the sector and her potential to be a candidate of substance in the future. We hope she will continue to participate in the civic and public life of Toronto.
